By removing revenue tariffs on US products, the lost tax receipts will have to be made up elsewhere (there is no such thing as a free lunch), most likely by higher taxation on domestic manufacturing. This will make C.R. products more expensive and less competitive, hurting them, especially given that foreign products will now be tariff (tax) free.
Free trade--0% tariffs--is really reverse protectionism--using tax policy to encourage people to buy foreign over domestic. It makes more sense for a country to try make its own products tax-free rather than its foreign competitors.
