PHOTOS THROUGH CARACAS

The spectacular decline in the visual appearance of Caracas, Venezuela, once one of South America’s smartest cities, continues to be noted.

Caracas under the Hugo Chavez dictatorship is getting that telltale ‘Havana‘ look, as a result of the same types of policies that made Havana the heap of rubble it now is.
